Yes, I noticed the same discrepancy. But even that's not the point. The heads of many sovereign nations are below the rank of Kings and Emperors. The Duchy of Luxemburg is ruled by a Duke. The Principality of Monaco is ruled by a Prince. Abu Dhabi is ruled by an Emir (approximately a Prince). And of course the famous example of Duchy of Zeon. The fact that they are not Kings and Queens doesn't mean they are not the supreme sovereign ruler of their land. There's no hint that Marina has another royal person above her head. Anyway you agree that neither her royal status nor the sorry situation of her nation is getting her the suitable respect. By golly, even her bodyguards don't treat her with much deference. I can't remember the lines when they pack her into the limo (just prior to Setsuna encounter), did anyone say "Your Highness"? I am almost certain Shirin doesn't prefix every sentence with Your Highness.
