Well for non-oldtypes, we already have Soma and Allelujah as "Super
Soldiers". There's good a possibility that the other 3 Gundam
Meisters are also kind of "special". The chatters by the GM
themselves and CB leaders/planners all seem to suggest anything less
than
"perfect" is a disappointment for GM's. For balance's sake, then
having a Newtypish Graham seems believable.

But I don't buy the scene Graham detecting Setsuna behind the rocks as
evidence. In any non-Gundam anime shows, that's just intuition or
sharp senses. Impressive enough to separate the real "Man" from the
pretenders, but so incredible as to require supernatural terminlogy
such as "telepathy" yet. Following Gundam tradition, there should be
one or more of: a lightning flash by the forehead, a sound effect,
psychedelic colors, and/or spoken/thought dialog about some mental or
spiritual "pressure". In G00, we already had numerous example
involving Soma, Allelujah and Setsuna of various kinds of amplified
brainwave, seizure, telepathic connection and hallucinatory
flashbacks. If there isn't some sound effects or psychedelic colors
as clues, I'm pretty confident that scene has nothing to do with
supernatural phenomena.

Haha good catch. I am pretty convinced it's a deliberate choice.
Billy Graham is much more than just a evangelist, he's a major
political mover and shaker. From his wiki page:

"The night that the "New World Order" coalition began its saturation
bombing of Iraq, Billy Graham spent the night with George Bush at the
White House."

Considering religious conflict in Middle East is an important theater
for Graham's character, it's hard to think their names are
coincidental.

But remember that Char Aznable doesn't have a whole lot to do with the
real life French singer. I think we shouldn't read too much into
G00's "Billy" and "Graham" beyond a good chuckle.
