I agree.  But I feel it should not even be used in early grades unless the kids 
have a chance to practice it... to even read simultaneously with an excellent 
reader, many times over, to develop the pace and fluency used by a good reader. 
Simultaneous read alouds to build fluency have  helped many of my students as 
they prep for a performance in reading aloud. I used to checked fluency by 
asking kids (when I taught elementry) to find the line that tells me "How Susie 
Smart felt after breaking the pumpkin ... or whatever," and in that manner I  
could check comp with minimal oral reading.

DIBELS is an assessment of a child's decoding ability. It was used by our

Reading First coaches and teachers with kids from first to third grades, but

not beyond that. It wouldn't have anything to do with writer's workshop,

outside of helping teachers select mentor text for kids that they could read

independently.
