I agree. But I feel it should not even be used in early grades unless the kids have a chance to practice it... to even read simultaneously with an excellent reader, many times over, to develop the pace and fluency used by a good reader. Simultaneous read alouds to build fluency have helped many of my students as they prep for a performance in reading aloud. I used to checked fluency by asking kids (when I taught elementry) to find the line that tells me "How Susie Smart felt after breaking the pumpkin ... or whatever," and in that manner I could check comp with minimal oral reading.
