If it is a position that is being used in a visa application then it's pretty damned likely it's for one person. For example, with the US Labor Certification (the first of three in the Green Card process) a particular position (amongst other heinous things) has to be advertised for a certain period of time and it be shown that there was a shortage of qualified applicants.
