No.

The system (DNS) that does the maping of names <-> ip addresses does not
really care where the ip address is located. 

The only advantage (if there is such) of having a .ug domain name is
that it probably makes it easier for people to guess the location of
this particular organisation.. but other than that no. With all due
respect I think you'll find it's cheaper to keep your current domain
name, and just do a ug.yourdomain.whatever which just points to wherever
you host your site.
