Eudora is purely a mail program.

There is a version of Mozilla (the web/email suite) that runs on
Mac OS 9:

"Looking for software for Mac OS 9?

Due to the lack of developer interest, build machines, compilers and
testing resources, the last Mozilla.org Mac OS 9 build is Mozilla 1.2.1.
Click here to download this version. Volunteers occasionally provide new
updates that may be of interest to users, such as the Mozilla 1.3.1 build
by Harunaga Hirotoshi, and a variation on this build by WaMCom that
includes some Mozilla 1.4 code and extensions. "
