Not necessarily. There is no official version numbering sceme for
native Maemo packages. For example, some packages are using date, like
20091019.

It is nice to see that there is a strong push to make changes into
the way karma is handled in QA. However, I suggest that you do not try
to guess anything from a version number - unless you want to make a new
requirement for a package as a side effect. Forcing developers to use a
specific version numbering scheme would make Maemo even more different
than other Linux distributions (see, for example [1]).
Packages are promoted with the web interface. Simple checkbox there
is enough to implement this feature.
