TLDs are not all created equal, and their usage by spammers is also
unequal... nor are the companies that manage them.

Some are very expensive, some are cheap, some may be free... there are
differences in how quickly they handle take-downs, how quickly
they detect bad actors and fraudulent charges.

To assume that TLD reputation does not affect mail delivery would be
incorrect.

parent domains and TLD are a signal, just like networks and ASNs.  They
would typically be used when the primary signals are weaker or unknown.

The PSL adds another layer to all of this, as it's usage was originally
intended for cookie authority, and has expanded in usage but not
necessarily with the governance one would want for these things... it is
not obvious that the PSL is the "correct" thing to use for email cases.
There was a large discussion about this in the DMARC group around it's
usage with DMARC and what the plan is for the next version of DMARC and the
DMARC PSD work.   The DMARC PSD work itself also shows how TLDs are not the
same.

My statements here are generic and not to be taken as an indication of
anything to the specific issues or domains in this thread.
