Not for general use. The IRS is piloting a direct tax filing system for a small number of taxpayers this year, but that is a very narrow and new application. Other departments have their own bespoke document submission rules and mechanisms. Some units of government use DocuSign or similar services.

There is a general aversion in the USA to the government doing anything that even slightly resembles a service that anyone in the private sector is already trying to do for a profit. Any such proposal raises screams of "SOCIALISM!" which basically kills anything.
