No, it does not.  LAME is a set of patches to the psychoaccoustic model in
the ISO reference implementation of the MP3 encoder.  AFAIK, no MP3 encoder
applies its psychoaccoustic model to its time-frequency distribution
algorithm.  They probably could, but there are two reasons they do not.
One: it is a more complex algorithm, and not entirely understood even by
the guys who wrote and maintain it at Sony.  Two: (drum roll please) it is
slower because of that greater complexity.

Which brings me back around to the original point that implementing real
time ATRAC in software on today's desktop is not going to happen.
