No, early 1600's (68/9 were imported from Japan and have non collapsing steering shaft that is integral with the steering box - Spear, Terry calls them - because they can spear you in a severe front end prang.  Not desirable.
You can (should) upgrade to the safer Aussi design if you find a suitable collapsible steering column (180B may fit?)and fit the 120Y box.

    Possible problem could be that the =hassis rail that the box is bolted to is
    moving with the extra load of the fat =ubber.  Look at the box while moving
    the steering wheel, if it moves =ideways, you would be best to brace the box
    to the side of the strut =ower.

    Its unlikely to be worn out beyond =djustment.  But, if turning the screw
    down on top of the box, or taking =hims out from under the box cover doesn't
    fix any slack, get a good (lower K's) =teering box from a 120Y, these fit
    later (70-72) =600's.
