Penetrating oil will not loosen loctite because loctite is an adhesive. You
can break it loose or use heat to break it down.

Thaks, Tom.  Will it work on the frozen (Loctited) hatch strut bolts in my
83 wagon?  The bolts are mounted horizontally and so tight that I doubt
there's enough room for anything larger than one or two atoms in diameter to
penetrate that slender gap.
