You have it right - blue is temporary and red is permanent. There are
actually 8 different formulations.

Depends on what loctite was used.  Can you tell if it's blue, red, or
something else?  The blue I believe will generally prevent the
fastener from loosening but it can still be removed with hand tools.
The red is stronger and needs the heat treatment.  Or I may have that
backwards.....
