That's a part of the problem that Jim didn't address but which I think is
also key:  confusion on the parts of both the manufacturer and the consumer
on the correct design and use of fog lights ( wide low beam) vs. driving
lights (narrow high beam).

I have a suspicion that some people think parking lights are fogs, as
well.  I wish car manufacturers would get rid of parking lights entirely.
I have never in 25-plus years of driving seen them used for their intended
purpose, but every day I see people driving at dusk with just their parking
lights on.  Supposedly this is illegal in Oregon, but I've never heard of
that being enforced.
