best answer is: "it depends on where you are".
legal definitions of lamps and when/where they can be used vary
from state to state, so you're best off checking the Vehicle Codes for
where you are. (note: this does not say "where you're from", or "where
your vehicle is registered".)
but odds are that technically, Euro lamps aren't legal at all in
the US at the Federal level. (doesn't seem to matter if they're actually
better lights than what's legally allowed for use in the US,... i'll
refrain from getting off onto my own rant here!)
