Seems Typical. My father never saw 20 in his 1996 Dakota 3.9L 4x4, and never saw 18mpg in his 2002 4.7L 4x4 that replaced it. Both trucks with auto tranny and toneau covers, gently driven except when towing. He's lucky to get 12mpg hauling his pontoon boat.
