So it finally occured to me (at 2am natch) that I could put a socket over the 
fragile pinhole on the lock so I could beat it out of the handle. That worked 
reasonably well except I managed to break the door handle... Good thing Wilton 
has a replacement.
The lock is frozen solid. I found gobs of old graphite packed around it. 
Apparently I'd been making this problem worse. I thought I'd been able to flush 
out old graphite but apparently not. Looking at it now I can see there was no 
place for it to go... I've got it soaking in carb cleaner now which is what 
worked best on the other one but it doesn't look hopeful.

So the question is are replacement VIN key'd door locks available? Are they the 
same thing as the ignition lock?
