Phone home stuff is in the controller and optional. It has an annoying
popup when you upgrade it asking you whether to allow it. You can certainly
run it with APs and controller firewalled or in a vlan without internet
access if you want, you need to fiddle about a bit if you want to do
firmware upgrades in that case though.
