I've always used hardware ones. I believe big/ip does everything you need. However, if I were going to use a software solution I would be looking at Linux Virtual Server, probably starting with the Red Hat offering based on it.

This brings me to the mod_perl angle.  Has anyone ever tried using a slimmed
down mod_perl server as a load balancer?  Is this feasible?
Not a good idea. It would eat all your memory. You'd be much better off with the mod_rewrite solution mentioned in this thread.
