I don't think that's such a good idea. You speak of your concern with what
beginners (developers on a shared host) can do with PHP, but this concern
is much greater with mod_perl, because mod_perl gives a developer access
to so much more. In that regard, PHP is safer from a server admin
perspective.

I think the better approach is to advocate mod_perl's strengths from a
developer's perspective, since that is where it thrives (in my opinion).
PHP is like a bird in a cage in some respects, which is great if you're
trying to keep an eye on the bird. But, if you're the bird, you'd rather
be free to fly around.
