I think this illustrates my concern. Paypal fees are a lot more than 0.40 cents 
for refunds but many sellers are simply not aware of this.

Here is an example

A buyer purchases an item for $300.00 and pays by Paypal - their fee is approx. 
12.00
Buyer changes their mind and requests refund. Seller refunds the $300.00

Paypal still charges the seller 12.00 despite the fact that the transaction has 
been cancelled and the money refunded. This all started in Oct last year.

the ridiculous Paypal fees are not limited to ebay. When somebody sends me 
money and I refund the full amount, Paypal still charges me some kind of 
'transaction fee'. It's 'only' 40 cents or something, but for an enterprise 
like Paypal it should add up to a nice extra profit.

It seems to me that 'ebay managed payments' is exactly what I expected it to 
be. I'm so glad I closed my ebay shop instead of prolonging my subscription for 
another year. I could use the extra income of course, but with all the hassle 
involved, it's just not worth it.
