The 1st thing I would do is check the power supply connections. On that desk,
they should be screw terminals under the patch bay (unless this is one of the
newer table-top models made by Sytek?) and on the back of the PS-3. If those
look ok, pop the lid off the power supply (UN-PLUG IT FROM THE MAINS FIRST!)
and have a look around for burnt or discoloured parts. Pay special attention to
the areas around the left and right sides where the pass transistors mount to
the PCB and the heat-sinks. Also look at the fuse holders that are mounted on
the board there. Let us know what you find.

My first guess would be a power supply issue. Maybe a filter cap on the
way out, a bad connection between the harness and the PS or the console, or a
bad solder joint on the main rail connection to the motherboard.
What does the "electrical sounding noise" sound like?

Every once in a while there's an electrical sounding noise that lasts
for a few seconds, sounds like a power surge.
All the green leds on each channel strip are weakened while this noise
occurs, and sometimes the main solo led flickers on although nothing's in solo.
Another thing that happens is like a quick drop out that lasts just a
split second - green leds flicker off and then immediately back on, sound is
interupted.
These symptoms became more and more frequent and it has completely
disabled the studio.
Any help would be greatly appreciated,
