Yes, you do have to have version 4 installed. In my case on RH7.2, both version
3 and version 4 servers are installed, since I used to use v3.3.6 drivers
(still do sometimes). On my system, in addition to several rpm packages for
XFree86-4.1.0-3, there also are two more for v3.3:

XFree86-SVGA-3.3.6-42
XFree86-compat-modules-3.3.6-42

As I mentioned in my other post, you can soft link /etc/X11/X to either
/usr/X11R6/bin/XF86_SVGA or /usr/X11R6/bin/XFree86 if you have both v3.3.6 and
v4.1.0 installed (at least this is true on my RH7.0 and 7.2 systems). If you
have both /etc/X11/XF86Config and /etc/X11/XF86Config-4 properly configured,
you just make the soft link to the desired version, and startx will work,
putting you in the desired version with the right config.
