Although it is true these bikes go better above 2k rpm's, I don't think they should run bad at lower rpm. My 750 runs just fine at low rpm, and I think Allen's bike too. I would recommend Seafoam, cleaning the carbs (since you said it is a new bike for you, you might not know how it was treated before), and yes, the washer mod. It is a very cheap, easy to implement modification which I love. It really changes the character of the bike, but in a very subtle way. I also apply the washer mod in my wife's Suzuki gs500e, and it makes run much better too.
