I assume that quite a few people who don't like things like google analytics and other web bugs. 

Web applications like gmail or github do need js. Blogs, news sites and things like that certainly don't. Since most of the sites are simple, it's easier to just install NoScript and whitelist those few sites that you really use. 

Sorry but news/magazine site use JS for slayer, slideshow, fotogallery, comments etc. In this moment blogs use “disquiss” for comments, and “disquiss” use JS. All modern menus need JS (megamenu, accordion, etc etc). 

The normal is to have JS active. However, IMHO, this thread is off-topic. 

 
All those effects could and should be implemented using CSS3. Well except for comments of course, but I don't really care about that.
 
Anyway, if you don't see nice slideshow and other effects, you can still read the page. But if you see a white screen like most angular.js sites do nowadays... Do these people even know what the graceful degradation is? Sheesh.
