I think the answer really depends on how much you want to do. Out of the box, there are bunch of tools (from Nagios -> Solarwinds -> BMC Patrol) that will do the basic stuff. If you are a heavy Microsoft shop, then I don't think you can go part SCOM. If you are a mixed shop, then one of the other tools is probably a better fit (in an enterprise scenario).
