I am no expert, but as I understand it, you can call the windows class libraries and 
stuff because you don't have to use C# and all the rest of the .NET stuff to make .NET 
portable programs. You can do plain old windows programming and access the OS, it just 
won't work on any other platforms. Basically, I think it's a "Upgrade to C#, because 
you used to do it with C++" thing.

Anyway, they don't need to put in a OS calling library. They are the only ones who 
make the .NET virtual machine, so if they don't release one for your OS then you can't 
use it. So yeah, portable, spit.

No he was corrupted by squillions of $ (anyway I thought he did C#)
Be aware that I have heard that in .NET there is a class lib which has a
pass thru
function that allows you to call the underlying OS
