No, having ZERO in constitution means an automatic failure. Having no 
constitution score
at all (like undead) you apply Charisma (such as with Concentration).
Interesting with FR though of the Mind or Matter feat in which the 
character can use their
Intelligence modifier for extra hitpoints.
The fun question is:
Can a lich use that feat to go nuts on Hit Points?
