Yes, it is designed to cover the 'add a feat every three levels', 'add a
stat point every four levels', 'add X+Int Bonus skill points per level',
etc...

These are experience points, not their effects.  There is no prohibition
about talking about experience points, or assigning or spending them.  I
suppose one could say that making a potion by spending XP is an 'effect of
experience', but I am certain that this is outside of the intended language.

I am also reasonably sure that a system of spending XP for permanent powers
would be outside of what WotC would like you to do.  This would be a
'level-less' system, where something like 500xp buys you your first feat,
1000xp your second, etc...  Not only would it no longer be compatible with
the normal progression of experience, but it would obviate the need for the
PHB.  I think that should probably be the best guide - do you still need the
PHB to explain what happens when you get your first 1000xp?
