At least as far as Necromancer is concerned, we
include random tables for use by DMs. However, I sense
that some people think they are then tied to the
results. You are still the DM. If you generate an
encounter you dont want, dont use it.
Personally, I like encounter tables. They encourage me
to use monsters I might not ordinarily use. I use
provided tables to help me generate a set encounter
for the PCs. There is no rule that you have to wait
until you are at the gaming table to generate
encounters. As you prepare the adventure for the
night's play, roll it ahead of time and detail it out.
Remember, the tables are there for your use, showing
what the designers felt reflect the type of monsters
are in the area. If you dont want it, dont use it.
In my opinion, the CR system sucks. Just like in old
editions, there is no true substitute for the
experience of having played to know just what your PCs
can handle. The formula for CRs (and derived ELs) is a
rough guide at best. For example, a troll (undervalued
at CR 5), will slaughter 4 5th level sorcerers and
bards, but maybe not 4 5th level paladins and dwarf
barbarians.
