It seems that you, Ryan, are saying that this license is not an Open Gaming
Foundation document, but rather a Wizards of the Coast document.  Also, it
seems that I can't redistribute this license without WotC's permission.
Please clarify.

I suspect that people will want to have The Open Gaming Foundation be more
fully developed, in terms of organization, membership, and authority rather
than WotC holding all of the cards.
Ryan, if you are serious about the concept of the Open Gaming Foundation,
this documents and its updates should be released through the foundation
rather than through WotC.

I suspect that "potation" is being used in the following context:

Potation - Black's Law Dictionary (pocket edition)
Wealth Maximation - an economic situation in which a change in the
allocation of resources benefits the winner, for example the one who gains
from the allocation more that it harms the loser.
Also termed Kaldor-Hicks efficiency, Parteo superiority
