  Would you consider only allowing documents contributed by the copyright 
holders? IE, If I strip out the CC stuff and submit it, you don't take it, 
but if SSS does it, it's cool?

   I think that takes some of the steam out of some of the arguments and 
adds an extra air of officialdom to your collection which may reinforce 
people looking for material there rather than just anywhere.
