If the Rolemaster article constitutes derivative material of the game that 
requires
permission from the copyright owner to publish, that owner would have to be the
one to put it under the OGL. One of the things that must be asserted under the
OGL is that "Your Contributions are Your original creation and/or You have
sufficient rights to grant the rights conveyed by this License."
