The other communities were created before projects existed.  If you read
the ZFS community proposal, you will note this was explicitly called out
at the time.  It was understood that it may migrate to a project at a
future date under the umbrella of a larger storage/filesystem community.

A CIFS/SMBFS project would seem to be a feasible part of the Approachability
community, as one of the big parts of approachability is interoperability with
and easing migration from other OS'es.
