If I understood your Question properly
Assuming you are allowing the user to put their answer in a text box or
radio button( if multiple answers are given). Why not validate if the text
box is filled or the radio buttons are checked..
eg:
if( request.getParameter(param).equals(""))
{
  // throw an error message with the page
   // Sample code
 //     RequestDispatcher
rd=getServletContext().getRequestDispatcher("page"); // Return the same page
 //     rd.forward(request,response);// your jsp page could have
a<table><tr><td><%=getError()%></td></tr></table>
// you could also redirect them to an error page from a jsp
 response.sendRedirect("errorMessage Page")
