My guess would be because, out of the three main variables (shutter
speed, aperture, ISO), ISO is the one that people will be most willing
to compromise on. Changing shutter speed could seriously affect the
shot (motion blur vs freezing of action comes to mind first). Aperture
is another big artistic choice (affecting depth of field and bokeh).
ISO really only affects the noise and dynamic range of a shot, and
since it is probably only cheating by 1/2 stop or so probably
unnoticable to the photographer. If you are going to cheat you do it
in the way least likely to be "caught".
