Setting aside whether it is proper to classify the formulation in CP 5.189
as a syllogism--Peirce defined a "conditional syllogism" in CP 2.571 as "a
syllogism containing a conditional premiss, especially the Modus Ponens and
Modus Tollens, although some logicians refuse to these arguments the name
of syllogism"--B has nothing to do with surprise/suspect.  In fact, as I
pointed out to you off-list, it turns out that there is no "missing B" in
either CP 2.718 or CP 5.189 at all; Peirce quite deliberately used A and C,
as many logic textbooks still do today, simply because they stand for
Antecedent and Consequent.
