In response to a couple issues that came up:

When translations go online (to the php.net mirrors):

There isn't a true algorithm or formula to determine this, but the most 
negative factor is old content. For example, if a translation is 30% translated 
but most of that is critically old and outdated, then it won't be online. A 
fresh English file is preferred over an old translation. But let's say a 
translation is 20% translated but without critically old files, then it'd live 
online. Maybe we can come up with a simpler method but for now it follows a gut 
check, and is manually configured.

However, languages that build (current or in the past) do show up on the doc 
mirror:

A proper and detailed translation specific HOWTO:

I once started the process of rewriting it here:

But then realized I lack proper experience and translations knowledge to write 
it. Hopefully others (Alexey and Yago?) will add details and tips, and 
eventually we'll have a proper translation HOWTO. The main part we're missing 
is how to update files from extremely old to new. And how to restart and/or 
manage a translation, and keep it active. And a translations FAQ would be 
useful.
