That message has been around for a while - since 2.8.4 if I am not mistaken (I 
found that version number while googling for the option I use to quiet CMake 
about it). The option

-DCMAKE_LEGACY_CYGWIN_WIN32=OFF will suppress it and I have not seen any 
problems relating to WIN32. But that may come when building with the "static" 
option.

I have not received any attachment, so unfortunately I can not have a closer 
look right now.
