PLUG is already a legal entity because of it is already SEC registered. 
The way I see it the work that needs to be done are on the following
aspects:


--Membership By-laws--

This is the most boring thing to do but is the most important one.  This
is foundation building.  Without it we can never move on. We need to
come up with a set of By-Laws that most will agree upon.  I suggest that
a volunteer group or a Benevolent Dictator prepare this document for
approval of the general body. Paolo has worked on this already, I
suggest that some points raised earlier on this mailing list be
considered and made part of the document.  Of course, before we make the
vote, lets debate on it.

I am committing myself to work on the aspects relating to members who
are not from Metro Manila.


--Voting Mechanism--

Since some decisions are to be made by the general body and not just the
Board of Trustees there needs to be established a voting mechanism so
that every one can participate.  This system definitely needs to be made
online to allow distant members to participate.


--PLUG Portal--

PLUG has always been an Internet community from the very start.  And I
feel that a website with portal features will help us work efficiently
as an organization over the Internet.  The website should host the SEC
registration papers, by-laws, financial records, calendar of activities,
etc. The records can be accessible by all or just members.  I suggest
that we use Plone for the website but I am open to other suggestions.


--Financial Stability--

Running an organization will incur some costs.  There needs to be a
mechanism to GET and handle funds.  Costs will likely come from running
and maintaining a website, a part-time working secretary (to record
metings, do the leg-work, SEC, BIR, etc), meals for board meetings,
etc.  Immediate sources of revenue will be from membership dues,
sponsorships (think Novell, RedHat for the website), T-shirts,
Trainings, etc. 


The mailinglist has been a good venue for the FOSS community in the
Philippines.  But I hope that we can finally move on and do more.  There
are more opportunities outside of this mailing list.
