The current constitution is already ratified, so that there would be a starting point. There's already a mechanism for moving amendments which imho are really needed. Someone could to collate them, diff them to the current constitution and write it in near- or almost- legalese like the constitution is and have them submitted to the board member in charge for constitutional amendments. Then one board member should sponsor these amendments.
