So no one is really making money off someone else - It's an exchange. With respect to recruiters, they exchange time and effort to place an employee in exchange for money from the hiring firm. The firm is happy, the recruiter is happy and the person who received a job is happy - who really didn't do much but go to the interviews and agree to be hired. (Or as we say in economics, everyone's utility is increased. Or it's pareto efficient - assuming no externalities.)
