Yeah, I haven't even looked at that list, but I'd be surprised if it wasn't in 
the same shape as the stratum 2 list. Hopefully, working with the guys at 
ntp.org, we'll be able to find a solution to get that one cleaned up as well.

I would think it should be placed on the configuration recommendations for 
those wanting to join the pool: http://www.pool.ntp.org/join/configuration.html
Probably with some very strict instructions about using it for pool server 
configuration, and not in routers, and other similar devices.
