If somebody doesn't want to be in the pool, or ifi they want to be
listed in the Servers web then that's perfectly OK.  If somebody else
doesn't want to look at the Servers web that's OK too.

There is a problem with bitrot in the Servers web and that needs to be
solved.

That's clearly one option.  And the pool doesn't have enough servers in
it to be the only option.  I'd like to see the pool have enough servers
for it to be the preferred solution.

The pool has that mechanism, and it may be that it should become the
recommended approach and we could then deprecate the Servers web, but
we'd either need to force that change or get consensus that it wsa the
way to go.  Then there are some other issues that need to be addressed.
