Review Comment:
   run the tests with and without `USING TIMESTAMP`.
   
   This impacts my other branch (can't merge as its finding bugs still needing 
to be fixed) that adds `BEGIN TRANSACTION` support... i just need to block 
using `BEGIN TRANSACTION` when this is `true`
