ONE PROBLEM.
PROG_USE and DATA_USE are system wide settings and cannot vary between programs. If you launch one program it could read the current PROG_USE and DATA_USE settings at the time that it is started, but again, you have to presume that the user is going to alter these every time that a program is started. This is not exactly user friendly.
It would be nice if PROG_USE and DATA_USE settings could be local to each job.

If anyone ever attempts ot add this, perhaps the neatest way would be for them to start off with a copy of the default global settings, but for any DATA_USE and PROG_USE commands issued by a job to have a way of setting its own local values. You would then need a way of setting the global ones separately, so perhaps an extra parameter to DATA_USE etc?
