AM has been selling "loose shells" for several years.  Information about this 
has been public for a long time.  Damaged shells are also available and are 
cheaper, but you have to call and ask for them.  I believe that when buying 
"loose shells" you must purchase undec, but I could be wrong on that specific 
point.  No need to return a damaged shell.  Nothing new here.Ed L.
