However, I have a small suggestion. I don't know whether it is
possible or
not, but can we demand enhancement of accessibility laws with respect
to
startups in the next hearing? Like, no funding should be given if
applications and websites of startups are not accessible, or to
provide
extra incentives if the same are accessible etc. Today's startups are
the
big giant companies of tomorrow. Companies like Procto, MMT, Zomato

is
for them to alter the changes in terms of accessibility. If they have
considered accessibility from the initial stages, then now it
wouldn't

be
so difficult. I firmly believe that accessibility should be
considered

from
the stage of designing itself.

So, it will be good if we have some mechanism which regulates
accessibility

1 This definitely surfaces, that, the issue is widespread and that
these
list, is a small subset of a larger issue.

2 Maybe you should pray, that, there should be a structured
mechanism
where such issues is redressed rather than fire fighting individual
cases out here. The regulators should be held accountable and
responsible to handle them.

RE: [AI] AI, Need some suggestion regarding what kind of facility have to provide for visually impaired student while giving exam through mode of computer in university

2022-09-20 Thread Ved
What about providing speech synthesizers etc?

I am reminded of one specific occasion when I was supposed to give a
presentation to the director of education and I found that the PC which I was
given was without a sound driver.

I had portable Jaws but as the sound was not installed, Jaws was displaying the
error.

When the narrator also did not work, I assumed it was something wrong with the
audio driver.

Mission Accessibility (missionaccessibil...@gmail.com) has invited you to edit the following spreadsheet:
Hi all. This is the sheet that MA is preparing for the CCPD hearing on Tuesday. It contains the names of around 60 inaccessible apps/websites. If you have any apps or websites in mind that are not covered, please do say so via email. Do not edit the sheet yourself, as that will make it haphazard. We will submit to the COmmissioner tomorrow.

[AI] Disability during employment makes employee entitled to alternate employment: Andhra Pradesh HC

2022-09-20 Thread Minar Singh
Andhra Pradesh High Court in Sri Ch.S. Rajeswara Rao vs. Government of
Andhra Pradesh W.P.No. 5486/2011, referred Section 47 of the Persons
with Disabilities (Equal Opportunities, Protection of Rights and Full
Participation) Act, 1995 (now Rights of Persons with Disabilities Act,
2016) [“Disabilities Act“], on September 14, 2022 ,observed that under
the Disabilities Act, it is the statutory duty of the employer not to
throw the employee out of service but to provide the alternative
employment to some other post with the same pay scale and service
benefits and if there was no such post available the supernumerary
posts should have been created.

Re: [AI] CCPD hearing on digital inaccessibility: list of 74 apps/websites submitted

2022-09-20 Thread Amar Jain

Hi Amena,

Valid point-and to answer it legally, the startups are already covered
by the definition of establishments (majority of them).

No matter whatever the startup be, the legal existence of the startup is
likely to be in form of a company, or a firm. To that extent, the
definition of establishments already covers them. Only problem which we
are likely to face is the limited liability partnership-which also,
legally should not be difficult to argue as it should fall in the
category of a firm.

As far as rewards and punishments are concerned, while the law provides
for penalty, but it would be indeed hard for us to legally provide that
for being eligible to receive funding, a startup must be compliant with
a particular law. That is a question of diligence that investors have to
perform. And for instance with large investors, it is very difficult to
secure funding if you are non-compliant with any environmental law to
illustrate. So we somewhere need to get disability law's importance
realised in that context through the judicial work that we all are
trying to do.

Amar Jain

[AI] SUSHOVAN PATNAIK reports: How the National Law Universities are failing India

2022-09-20 Thread avinash shahi
Hi all
Since this magazine is paid one, I am pasting the long read for your
benefit. Find time to read and reflect.
https://caravanmagazine.in/law/how-national-law-universities-caste-discrimination-reservation-fail-india

“Since college shut down due to the pandemic, evenings on this terrace
are possibly the only thing that have held me together,” a student of
the National University of Juridical Sciences told me in the summer of
2020, sitting atop a concrete water tank on a terrace sandwiched
between two taller buildings in their home city. “People in college
seem to be living in a world apart—landing internships, acing their
exams. No matter how hard I work, it doesn’t seem to translate.”

The student, then in the middle of their law education, had been born
with a medical condition that left them with a serious disability.
Doctors confirmed early on that they would need special education. The
student was motivated to pursue law in the hope of improving their
family’s modest financial circumstances and due to a deep interest in
politics and society. At the age of 17, they cracked the highly
competitive Common Law Admission Test, the gateway to the country’s 23
National Law Universities. Before the COVID-19 pandemic hit, the
student joined NUJS, in Kolkata, as one of the small minority of
disabled students at the university. This is where, chatting away one
afternoon, we met each other as fellow students.

On the terrace of their home, the student turned to tell me they knew
what I might say: that this was not their fault, that the pandemic had
pushed millions of students like them into isolation and academic
stagnation. “But sometimes it’s difficult to tell yourself that this
isn’t your fault,” they said. “It’s not that simple.”

NUJS, like most NLUs, had no established system to cater to the
special needs of disabled students. After they joined, the student
took remedial classes and had access to some special academic
resources from the non-profit group Increasing Diversity by Increasing
Access, but they received limited help from the university. The
student is also a Bahujan—making them even more of an outsider in the
elite-dominated culture of the NLUs. “I knew I was never going to
belong,” they said. “I found myself in a crowd that was miles ahead of
me in terms of how much capital they could exploit.” This crowd, the
student added, “determined the college culture in many ways: they were
our parameters of success and also of leisure. It is their language
that becomes the language of law school.”

The student barely socialised in their first year. Things only got
worse during the pandemic, and I watched them struggle to survive
through subsequent academic years. Online assessments, part of NUJS’s
move to remote learning, greatly disadvantaged disabled students, but
teachers remained largely apathetic to their difficulties, and there
were no serious efforts to sensitise them. When I emailed NUJS’s vice
chancellor, NK Chakrabarti, to ask what measures the university takes
to help students with disabilities, he sent back a terse reply. “Let
me know who are your respondents?” Chakrabarti wrote. “Give me their
Names and Roll numbers. I will respond in front of those students with
evidence that your narratives are biased and fully misleading
information.”

When the NUJS campus reopened this year, the student returned to
Kolkata. But issues with accessibility in examinations and
administrative structures remained, and the psychological ghosts of
the pandemic stuck with them. The student kept going through their
five-year NLU education not because of the atmosphere they encountered
on campus but despite it. Theirs is one of many stories, spanning the
whole country, of students’ struggles at India’s premier law
universities, which have for years remained unrelenting to urgently
needed reform.

“DUE TO VARIOUS CONSIDERATIONS most students from NLUs end up in
corporate law firms,” NV Ramana, the chief justice of India, told
graduating students at the National Law University in Delhi, in
December 2021. “It is unfortunate that a comparable addition is not
being made to the ranks of lawyers practising in courts from the NLUs.
This is perhaps one of the reasons why NLUs are perceived as elitist
and detached from social realities.”

Ramana’s comments came as a surprise to many. The habit in high legal
circles—the judiciary and the bar council, state legislatures and
parliament—is to sing the praises of the NLUs, not offer frank
criticism. But to many others, including students like me, the CJI
barely scratched the surface of the institutions’ problems.

Ramana had a valid point: the NLUs are meant to be public
universities, yet their alumni increasingly serve the private good.
But graduates’ career choices are more a symptom than a cause of the
elitism endemic in these institutions. Its roots lie in unaffordable
fees, poor scholarship programmes and resistance to more reservations
for marginalised students. Ramana

disabilities means WCAG compliance.

Let us not ask only screen reader and keyboard accessibility.

[AI] Mumbai: Airline refuses to fly disabled chief of pickleball association, says 'no policy'

2022-09-20 Thread Minar Singh
MOHUA DAS / TNN / Updated: Sep 20, 2022, 04:21 IST
Mumbai: Airline refuses to fly disabled chief of pickleball
association, says 'no policy'
Arvind Prabhoo (centre) was unable to accompany the 16 players
representing India at the 2022 World Pickleball Championship in Bali
..
MUMBAI: Wheelchair-bound Arvind Prabhoo, chairperson of the All India
Pickleball Association, was unable to accompany the 16 players
representing India at the 2022 World Pickleball Championship between
September 20 and 24 in Bali as he was not allowed to board a Vietjet
flight from Mumbai on Saturday night.
Prabhoo - a quadriplegic after a car accident 35 years ago left him
paralyzed from the neck down - alleges that this was the first time he
was denied a boarding pass on grounds of the airline "not having a
policy for wheelchair-bound passengers" and no aisle chair (a narrow
wheelchair used to transport immobile passengers from their own
wheelchair to a seat during boarding and deplaning).

"Despite telling them that I was ready to pay for an aisle chair from
another airline or my four personal attendants could lift me to the
seat, the airline turned down both my requests saying they were
unprepared to handle me in case of an emergency," he said.
Prabhoo, who is also president of Mumbai Suburban Table Tennis
Association, said he had never faced such a situation on account of
his disability in decades of travelling around the world as a sports
administrator. "I had registered myself as a disabled passenger and
requested wheelchair assistance while booking my flight. Why do they
have the option when they don't have the facilities and why was I not
informed at the time of booking," asked Prabhoo, who wrote to the
ministry of civil aviation on Monday describing his plight.

To add to his ordeal, Prabhoo, the son of former mayor Ramesh Prabhoo,
was asked to write to the airline when he sought a refund and was also
refused a refund for his attendants. "They said that since my
attendants were allowed to board, they would not be granted a
refund...Why would my attendants travel when I wasn't being allowed
to?"
For a fledgling sport just taking off in India with Mumbai set to host
the fifth edition of the international pickleball tournament, the
Bainbridge Cup, in November, Prabhoo, described his experience a
"setback". "I had meetings planned with heads of pickleball
associations from other nations on how we could take the game forward.
Also, this is embarrassing for a physically disabled traveller in the
21st century when we have so many modern facilities."
Prabhoo's predicament comes at a time when the Directorate General of
Civil Aviation (DGCA) amended regulations to improve accessibility of
boarding and flying for the disabled.
In July, the DGCA issued accessibility rules for disabled flyers
saying that airlines should not refuse boarding to any person because
of disability or reduced mobility.
Vietjet India, which launched flight services from Mu-mbai in July,
did not reply to TOI's messages

Re: [AI] IOS, 16 Query

2022-09-20 Thread Sandesh

Can't say much on this as I do not use
Ananya.

When I was trying with languages that day to get Hindi read by Lekha as it
was doing with version 15.7, I did come across Marathi, but it said
unpronounceble and I did not give much attention. our purpose of reading
Hindi and Marathi by Lekha was served.

And the reason of not reading Marathi by Ananya in my opinion is Ananya is
not there at all in IOS list of voices.

Hello,
If you install Marathi voice then also voiceover doesn’t use Ananya for
Marathi voice. Till date I don’t have any solution to work Ananda with
Marathi text. I’m not able to understand why the Ananda is not working with
VoiceOver. If the Lekha voice is working fine with VoiceOver, then why not
Ananya?

Lekha does the job.
It even does read Sanskrut.
And for Anannya to work, we need to install Marathi language, it seems.

You mean that, ananya is working for marathi? Or lekha reading marathi

Yes, this problem is definitely there.
I also updated my wife's Iphone to version 16 few days back. It did
exactly thing you and others are mentioning.

Even changing to US or any English did not work as suggested by some.

After doing all sorts of settings, delving deep in languages, got the
option of Hindi Latin, kept this with US English, and it's working as it
used to do previously. It's reading both Hindi and Marathi along with
English. And added advantage is that Eloquence is also available,
installed, in short, it's giving the experience like what we normally
love hearing Eloquence for English and Lekha for Devanagari (Hindi) with
the help of Auto TTS in Android.
