you are doing a really commendable job. It is a well drafted policy barring 
few of the points which are debatable.
1. I stand by Pranav sir's point, of allowing extra 30 minutes per hour 
instead of 20 minutes.
2. As far as the softwares are concerned, in my opinion no softwares must be 
specified as said by Puneet sir. The college/ university should provide the 
softwares which the candidate demands for. this is because all candidates 
may not be comfortable with the specified softwares.

 In my opinion, when scribe is one level junior than the applicant, 
 deciding
 the marks in percentage for writer seems illogical to me.
 Specially, when the scribe is taken from the different stream. Therefore,
 the candidate should be allowed to use subscribe with whatever maximum
 percentage of marks.
 In addition, I would support Pranav's point that extra 30 minutes per hour
 should be given instead of 20 minutes to the applicant.

Hi Kanchan,

For most of the points, my view is same as others, that specifics of
software may be avoided, but I can imagine a senario where a particular
software is used and is not screen reader friendly, so may be these policies
may include list of software with a condition that only accessible software
be used

Same is true for Aids and appliances, listing limited number of them may
creat problem for those who want to use different once.

I can already add couple of them, 

A. welcrove board for drawing diagrams (I used it in my graduation exams) 

B. drawing wheel, it is available as part of geometry kit (I guess it should
be available from NIVH Dehradun)

These policies may be revised from time to time, and list of software along
with Aids and appliances may be included in appendix

For the following point # 10.C, I feel that there can be confusion regarding
who decides if laboratory  assistant is used or alternative question is
provided. May be the candidate is interested in conducting the experiments,
but institution is not willing to provide assistant. So it should be
candidates power to decide, and the same conditions as in scribe should be
applied with regard to making arrangement  of assistant i.e. candidate
should be given first opportunity to arrange for the assistant.

c. For practical exams the Visually Disabled candidate must be allowed the
help of a laboratory  assistant to conduct the experiment and or be provided
alternative oral questions in place of the experiment to be conducted.  
 
So the point 1.C may be modified as under

1.c. The discretion to arrange for his/her own Scribe / assistant or to be
provided by a Scribe / assistant by the Examining Authority is with the
candidate alone.

Have drafted a Policy for Examinations of the Visually disabled in India
thanks to the input from Anjali, Asif, Dipendra, Harish, Ketan,  Neha,
Pranav,  Rajesh, Sam and SGS Sisodia and numerous others who helped when the
Maharashtra Guidelines were being framed.  
 
 

Please let me have your comments on this draft urgently and no later than

Policy for Examination of the Visually Disabled
 

The need for a standard and comprehensive Policy throughout India for the
examination of the Visually Disabled has been growing since: 

 

  a.. Every year more and more Visually Disabled candidates are appearing
for various examinations.  
  b.. Number of examining bodies has been increasing over the years
 

  a.. Various orders/judgments/directions have been passed by various
Courts/Commissions/Authorities and deal with the problem in piecemeal.   
 

  a.. Various examination conducting authorities have different rules and/or
implement the rules in different ways.   
 

  a.. Technology is improving and needs to be taken into account
 

  a.. The anxiety suffered by the examinees before and during the
examination has to be removed
 

  a.. Questions asked at written examinations and the examinations
themselves are varied and need to be answered in various ways. 
 

  a.. Competition is increasing and the Visually Disabled have to be given a
level playing field  
 

 

This Policy will apply to all examinations being conducted in India
generally and specifically to examinations conducted by Educational
institutions- schools and  colleges (both internal and external), School and
College Boards, universities and deemed universities, autonomous bodies
conducting entrance or promotional examinations as well as all
recruiting/promoting  authorities and any other authorities or bodies under
which a Visually Disabled examinee wishes to appear for an examination for
any purpose whatsoever. The paramount purpose of the Policy is to alleviate
the hardship being caused to the Visually disabled candidate due to
uncertainty in policy and to mitigate the effects of a disability.  

 

 

1. Scribe
 

a. The Visually Disabled candidate must be allowed the use of a Scribe who
will read the question papers and write/type the answers dictated by the
Visually disabled candidate.

 

b. Since one of the important factors while doing an examination is speed,
adequate practice is necessary, Visually Disabled persons should be allowed
to use the services of a scribe of his/her own choice. The Visually Disabled
candidate may however request the Examining authority to provide a Scribe.



c. The discretion to arrange for his/her own Scribe or to be provided by a
Scribe by the Examining Authority is with the candidate alone. 

 

d. No other restriction other than those mentioned in Clauses 3 or 4 herein
below should be imposed on the selection of a

Dear Madam,
Where there is no problem of language of papers and where the candidate
is unable to furnish the names of multiple scribes, he may be allowed to
change a scribe in case of medical excegency and that should not be
opposed by the examining authorities. It is natural that a scribe may
fall ill during the long stretch of examinations. During my graduation
the same case was strongly opposed by the examining authorities.

 Sweety my dear the 55% is not for your scribe but only for the scribe
 provided by the Authority. Your Scribe is covered in clause 3 and then
if
 you choose not to bring your own scribe then it is the authority who
will
 provide a scribe with some minimum qualifications.

  Moreover the scribe with 55 % marks for examinations, it is very
difficult
  to get in this time.  It should be at least 60%marks.  Telling my

  should not suffer as the result of such issues. So in my view, the
  software/hardware requirements should be amended to be inclusive of

  issue. Second, visually impaired candidates are also increasingly
  appearing
  on various exams that require solving of extensive mathematical
problems.

 Dear Kanchan,

 It is an excellent document except that there should be a provision
 for viva exam in certain cases where the use of graphs is immense and
 those of us who are totally blind by birth find it difficult to read
 them.

 Further, after this policy comes into effect the nonimplementing body
 such as the school/colleges/universities should invalidate the
 examination and they should reorganize the same as the disabled person
 looses the marks as it happened in my own case.

 indicate the requirement of question paper in large print.  The
 advertisement for examination as well as the application form should also
 clearly mention that the low vision persons would be allowed the use of
 magnifying glass.

Excellent effort. training /awareness of examining authorities invigilators 
controllers of exams etc should be added.
List of assistive devices could be suggested or disability assistive 
technology experts could also be included in committees advisory bodies.

 as regards Screen Readers. Mention JAWS or any other screen reading 
 software the candidate is comfortable with. If they get stuck to the word

 the first point of computer malfunction I dont know what to do about it.

 the marks in percentage for writer seems illogical to me.
 Specially, when the scribe is taken from the different stream. Therefore,
 the candidate should be allowed to use subscribe with whatever maximum
 percentage of marks.

The 30 words per minute restriction is not required. A student may elect
not to use a computer if he/she is not comfortable typing. On the other
hand, this may be limiting for people with orthopedic problems who may
not be able to type fast enough but may still prefer a computer to a
scribe -- in which case, they should request for more extra time instead
of being prevented the use of a computer.

a couple of suggestions though: The policy also should include sufficient

b. Since one of the important factors while doing an examination is speed, 
adequate practice is necessary, Visually Disabled persons should be allowed 
to use the services of a scribe of his/her own choice. The Visually Disabled 
candidate may however request the Examining authority to provide a Scribe.



c. The discretion to arrange for his/her own Scribe or to be provided by a 
Scribe by the Examining Authority is with the candidate alone.



d. No other restriction other than those mentioned in Clauses 3 or 4 herein 
below should be imposed on the selection of a scribe.



e. It is desirable that the candidate and the scribe are from the same 
stream.


2. Examination Form/Application


a. All Application Forms/Advertisements for exams should mention that a 
Visually Disabled candidate will be allowed the use of a Scribe and 
alternative formats will be provided.



b. The examining authority should give a clear option in the advertisement 
itself whether the examinee wishes the scribe to be provided by the 
examination conducting body or he/she wishes to arrange the scribe on

Dear Kanchan,

It is an excellent document except that there should be a provision
for viva exam in certain cases where the use of graphs is immense and
those of us who are totally blind by birth find it difficult to read
them.

Further, after this policy comes into effect the nonimplementing body
such as the school/colleges/universities should invalidate the
examination and they should reorganize the same as the disabled person
looses the marks as it happened in my own case.

Your work is certainly commendable. In fact, I was also thinking on the
same lines as Vetri as I was going through the draft and perhaps, if
there is a possibility, organisations can conduct trial tests much
before the original tests and make candidates acclimatize with the
system. I found talking calculators to be a good suggestion as well, in
the event of students attending complex calculation-based tests.

By the way, I also feel organisations in Karnataka and other states must
take this up as a precedence and ask for a similar policy for visually
challenged candidates. Hope someone takes the cue.

Well drafted Kanchan. Seems to cover all points.Only a small modification as 
regards Screen Readers. Mention JAWS or any other screen reading software the 
candidate is comfortable with. If they get stuck to the word JAWS and not allow 
Window Eyes someone like me will be miserable.

 the event of students attending complex calculation-based tests.

 By the way, I also feel organisations in Karnataka and other states must
 take this up as a precedence and ask for a similar policy for visually

the condition will not change. I was tested every year though. This is a
pain. The policy must stop this repeated testing.
 
Dinesh: I faced the same issue, but this was a mistake, there is a
notification which specifies that for permanent disability medical
certificate is enough, but I don't have the notification with me now.

Another thing with a computer, it should be of a configuration greater than
what is the minimum required to support the screen reader. This is necessary
since the student will be running other software as well so system resources
must be sufficient to run the operating system, the screen reader and other
software concurrently.

4. It is good to have a UPS at the center but you need to specify that the
computer on which the student is writing must be connected to this UPS.
Plus, the UPS must be tested to ensure that it is providing backup.

5. A student should be given extra time if the technology fails.

6. If the authority is providing a scribe, the candidate must have a
provision to meet the scribe a day before the exam. This would ensure that
the 2 get comfortable with one another. It would also give the candidate a
chance to check whether the scribe is suitable.

7. As regards the extra time, make it 30 minutes for every hour.

In my opinion, when scribe is one level junior than the applicant, deciding
the marks in percentage for writer seems illogical to me.
Specially, when the scribe is taken from the different stream. Therefore,
the candidate should be allowed to use subscribe with whatever maximum
percentage of marks.
In addition, I would support Pranav's point that extra 30 minutes per hour
should be given instead of 20 minutes to the applicant.

the first point of computer malfunction I dont know what to do about it.

 It is certainly a well drafted policy. It pretty much covers everything. 
 But
 a couple of suggestions though: The policy also should include sufficient
 guidelines describing what should be done in the event of certain delays 
 as
 the result of computer problems or the malfunctioning of the software.
 Because things can go wrong on that front and visually challenged 
 candidates
 should not suffer as the result of such issues. So in my view, the
 software/hardware requirements should be amended to be inclusive of this
 issue. Second, visually impaired candidates are also increasingly 
 appearing
 on various exams that require solving of extensive mathematical problems.
 Some of those exams may actually allow regular students to use calculator
 and in such circumstances, visually challenged candidates also should be
 allowed to bring talking calculator in to the examination hall.

 The need for a standard and comprehensive Policy throughout India for the
 examination of the Visually Disabled has been growing since:



  a.. Every year more and more Visually Disabled candidates are appearing
 for various examinations.
  b.. Number of examining bodies has been increasing over the years


  a.. Various orders/judgments/directions have been passed by various
 Courts/Commissions/Authorities and deal with the problem in piecemeal.


  a.. Various examination conducting authorities have different rules 
 and/or
 implement the rules in different ways.


  a.. Technology is improving and needs to be taken into account


  a.. The anxiety suffered by the examinees before and during the
 examination has to be removed


  a.. Questions asked at written examinations and the examinations
 themselves are varied and need to be answered in various ways.


  a.. Competition is increasing and the Visually Disabled have to be given 
 a
 level playing field




 This Policy will apply to all examinations being conducted in India
 generally and specifically to examinations conducted by Educational
 institutions- schools and  colleges (both internal and external), School 
 and
 College Boards, universities and deemed universities, autonomous bodies
 conducting entrance or promotional examinations as well as all
 recruiting/promoting  authorities and any other authorities or bodies 
 under
 which a Visually Disabled examinee wishes to appear for an examination for
 any purpose whatsoever. The paramount purpose of the Policy is to 
 alleviate
 the hardship being caused to the Visually disabled candidate due to
 uncertainty in policy and to mitigate the effects of a disability.





 1. Scribe


 a. The Visually Disabled candidate must be allowed the use of a Scribe who
 will read the question papers and write/type the answers dictated by the
 Visually disabled candidate.



 b. Since one of the important factors while doing an examination is speed,
 adequate practice is necessary, Visually Disabled persons should be 
 allowed
 to use the services of a scribe of his/her own choice. The Visually

 Dear Kanchan,

 It is an excellent document except that there should be a provision
 for viva exam in certain cases where the use of graphs is immense and
 those of us who are totally blind by birth find it difficult to read
 them.

 Further, after this policy comes into effect the nonimplementing body
 such as the school/colleges/universities should invalidate the
 examination and they should reorganize the same as the disabled person
 looses the marks as it happened in my own case.

I am afraid, a scribe with 55% marks may not be found in all subjects,
particularly in an area like Kolkata where low scoring was the general trend
even a few years back.

Moreover, emphasis should be laid on competitive examinations for
recruitments so that these guidelines are followed in those exams.

 No doubt, this draft of policy is commendable piece of work from your
 side. I would like to say as far as softwares are concerned, we should not
 be strict on the JAWS and MS Word.  Because, practically speaking, most of
 the universities and colleges in India do not still have a authorized copy
 of JAWS for Windows. and alternative methods for JAWS will not be
accepted.
 So, I would like to say why don't we mention a Screen Reader and a
 office
 application as a software requirements in policy.  I think this will
 minimised any further disputes.

1. Why specify the software that is to be used? A person could be
comfortable in writing an exam even in an application like Open office.

2. Why copy and paste from Pagemaker? This could create a problem with
tables. Ideally, question papers should be Microsoft Office documents such
that the text is in word and data relating to accounts problems etc should
be in Excel. Assuming this is not possible then just ask for Word files
without specifying the conversion.

3. snip a. In case the candidate avails the services of his/her own
scribe/writer, the scribe/writer   should be one grade junior in academic
qualification than the candidate if from the same stream.  However, this
condition shall not apply if the scribe/writer is from a different stream.
PL] Why should this guideline be present at all? Detecting cheeting is the
authority's responsibility.

b. For competitive examinations the scribe needs to be one level below the
eligibility criteria of the competitive exam in consideration.
PL] Why? See the logic in the above point.

Another thing with a computer, it should be of a configuration greater than
what is the minimum required to support the screen reader. This is necessary
since the student will be running other software as well so system resources
must be sufficient to run the operating system, the screen reader and other
software concurrently.

4. It is good to have a UPS at the center but you need to specify that the
computer on which the student is writing must be connected to this UPS.
Plus, the UPS must be tested to ensure that it is providing backup.

5. A student should be given extra time if the technology fails.

6. If the authority is providing a scribe, the candidate must have a
provision to meet the scribe a day before the exam. This would ensure that
the 2 get comfortable with one another. It would also give the candidate a
chance to check whether the scribe is suitable.

7. As regards the extra time, make it 30 minutes for every hour.

8. In the Delhi University, before I could take an exam, I had to be tested
to ensure that I was still blind. My blindness is unchanging. Once tested,
the condition will not change. I was tested every year though. This is a
pain. The policy must stop this repeated testing.
