[AsburyPark] Wesley Grove
Some facts about Wesley Grove that folks may find interesting. The design of the complex does not conform to the design intent of the Redevelopment Plan. Recall that there was a diagonal street across that block originally - The plan recommended that it be retained as a public / pedestrian thoroughfare to provide walkability between Cookman and Lake Ave and a neighborhood feel. The plan also specifies that a 'block-face' should incorporate differing architecture to alleviate visual monotony in favor of visual interest and better scale. Neither of those 2 important design criteria were met in the final product. Wesley Lake has been 'walled-off' by a building with homogeneous features. Typical of suburban development. An opportunity has been lost to use important character defining features of Asbury Park in favor of high density construction that is easy to build. The specs of the redevelopment plan were ignored. Note also that Phase 2 (the stump field) will be a replica of Phase 1. I wonder if any residents of Wesley Grove have experienced problems with mold / mildew ? During construction the project was halted and exposed to the elements for a considerable time unprotected from the weather. The exterior sheathing turned black... Werner Yahoo! I wouldn't go as far as to say the design of the stump field will be the same. Just because the foundations are layed out a certain way doesn't mean the building that gets put up has to look or function the same way. The stumps site will almost certainly contain retail on Cookman (too lucrative a location now) and will likely have a different facade design then the current building. The diagonal street grids are a nightmare for planning and design, and those streets didn't do much in terms of pedestrial flow to the lake. If anything, they make the walk to the lake longer but taking you diagonally through the site. The layout now is no different than how the business district of Cookman Ave works, and much less confusion to car traffic and pedestrian flow. I attended the planning board presentations on the project and Phase 2 is to be a duplicate of Phase 1 except for a retail component along Grand Ave, with different architecture. Hopefully the Phase 2 design will be revisited. My point was that the Redevelopment Plan was largely ignored. A creative design that works with the diagonal cut throughs could have been developed. Yes it would have been more difficult, but having view corridors to the Lake and allowing light and air through the block would have been better than the monolithic barrier that resulted. The intent was not to make them vehicular paths - they were proposed as pedestrian walks with residences fronting on them. Clearly the developers interests are to maximize unit count and develop a repetitive design that can be 'mass-produced' to reduce costs. Hence - the homogeneous facade and duplicated floor plans and site plans. As it is, the Lake Ave side has no interface with the street - all the units face interior court yards. The sidewalks are extremely narrow and the entire look and feel is one of a closed / private development instead of a vibrant part of the City streetscape that encourages outdoor activities and interfaces with the lake. Community centric design that embraces public spaces and natural assets such as the lake would have been a better direction. The Phase 3 (north side of Cookman) proposal was also very poor from a community design perspective - Blank facades facing the street/sidewalk with residential units facing the interior of the block. Certainly the missing retail on Cookman is an issue - the thought at the time was to not compete with the resurgence of downtown as you commented. That is good news... The same issue exists for Kingsley Street - The plan currently makes retail optional. Considering that the seasonal weather has such a large effect on Ocean Ave it would be prudent to mandate retail/ entertainment uses along Kingley which is sheltered from the harshness of the oceanfront in the off season. We all love to hate on developers but can we honestly blame them for wanting to maximize the amount they can build? At the time, the compromise to get rid of those streets wound up being a good one because it brought in more ratables than it would have otherwise. The superblock that was created to the north of Phase 1, on the other hand, is terrible planning. I recall that it was recently determined this needed to be broken up come time to develop it. Thankfully those in charge now realize what the right and wrong ways are. As for the stumps, it's almost a gaurantee that a new architect will be brought in to redesign the new building. The types of housing being designed in the early 2000's arent as marketable anymore. Couple that with the need for retail. Werner is right as far as the design goes. The city had a architectural review committee. I have pics of the original proposals I think online. You can't compare the two. Look at thevibe concept. The idea for Wesley included brick and walkways. 3. The developers should bird one of the local artists to give Wesley some color. Other than that gold d for those that made investments 4.ratable? Zero tax contribution as an incentive for the developer to maximize and spur development. The benefit is who have people in town supporting. Business adding life etc. There is demand for both affordable retail and housing. By affordable. I mean for the average 2 earner income and single buyer or renter. Its about time the housing authorities are regionalized. Its been done so many places. What are thoughts about plans to sell off Boston way. Vs demo and rebuild. Its about time property taxes are levels out on two factors.. Square footage and lot size and a factor of market value. Not your house is pretty or you have an extra bathroom or pretty shutters. All one has to do is look around AP. AP has a wide fluctuation for similar properties. Tax appeals now are available through monmouth county web site. If you think you are paying to much look at your tax bill. You'll need some recent sales to make your case. Yahoo! One of the last good streets that was waiting to be bought out. Even I had an offer on a house there... Didn't knock myself out bidding. And your taxes will continue to rise. You will eventually be picking up more and more of the school taxes. Good thing they didn't piss another 45000 on a blue field. At some point enough is enough. Those will definitely be demolished. The building design is a typical example of the worst type of housing layout. The land is somewhat valuable because of its location near the train station. Would be great to see mixed income housing built there. Affordable, market rate, artist housing, etc. Tie it in with retail along Memorial/Springwood. Could serve as a great anchor for the Springwood Ave Redevelopment and a strong connection to the rest of the community. Mistake one. Attorney for most homes. This is dans area...but a good property tax attorney is really good for commercial property. Did you ask the attorney for some history. I did my own a couple years ago and have to do it again. Its time consuming and you get beat up. They tell you just because your house is old and your neigh it is new... You need ammo. In a down market it may work. If you have a nice house and three houses around you were recently sold that are similar to yours...don't bother. You won't win. You need hard facts. Fact is in AP...mist of your homes are undervalued in terms of assessed value. That's a fact St least in my head. Somewhat. Someone has to come in clean off the buildings and not have to go through hoops to rebuild. Whatever money they would get should be put into a special account overseen by s court appointed trustee. Long branch is preparing to demolish another set of apartments...Douglas. but they are rebuilding. Fact...even though they rebuild new units ...many problems still exist. Problems that exist in many homes maybe even yours. I'm a section 8 or voucher landlord as well. So I see the program pretty good. I'm all for regionalization of the housing authorities. I am. Some facts. Some people appreciate the assistance some don't. Some know how to keep a house clean. Some don't. Some who can't think really know the system and how to live 30 years or more off assistance. Some landlords are good others suck. I have five tenants getting assistance. I get about 80 percent of my rent direct. The tenant pays the rest. Some more some less. Not everyone getting help is bad. I'd rather help good people in tough situations vs bailing out someone who overpaid for their house boat and cars and sod. Another fact. Section 8 Inspects each home every year. Called housing quality standards. Landlord could have rent withheld if repairs aren't made. So it's up to inspectors. I've had good luck. And smart tenants. There's programs to turn vouchers to mortgage payments. How many have taken that and run with it. The program has major major flaws for sure. Don't ever say never. You're best friend may come knocking one day with a voucher Or their kid. So you give up a few $ and got a notch higher in he'll. I spent a month cleaning up after a tenant mutually agreed to move With voucher to Florida. Some people know the system. So I hauled her trash and cleaned and cleaned. There's been great coverage of his housing voucher recipient's are now taken up residence in once gated communities...with their own swimming pool etc bought on my the foreclosure crisis...think it was a 60 minute story. Removing housing stock by demolishing the old projects is an effort to mainstream tenants via the voucher idea. In twenty five years overall...my non section 8 tenants have been equal or worse. My best tenants...those that rented and never moved in but paid rent. My guess is the schools...then. Landlording sucks unless you have what it takes. And bought right..as in low to cover. Years of closed eyes. Ocean township is now charging landlord 150 for a co inspection for a house 100 for apartment. Then 150 for something new..landlord registration statement which is required by the stateor 75 for a renewal annually.new. ha. All I said when they told me. Ha. Then 35 for. Fire inspection. Never complain about giving fire department a fee. Takes balls. AP should look at fees. It really won't deter landlords. Inspection's do. Yahoo!
